Systemic global censorship
The America First Legal Foundation gained access to internal CDC documents revealing international censorship collusion as part of President Biden's government censorship system.
Documents released by America First Legal , obtained under the Freedom of Information Act (FOIA), show how the US and UK governments, in cooperation with powerful non-governmental organizations such as the Center for Countering Digital Hate (CCDH) and international bodies such as NATO and the G7 have created a global alliance to identify and criminalize views that differ from the official government narrative. This global coordination is not theoretical, it has already manifested itself through Big Tech censorship, the creation of legal frameworks such as the UK Online Safety Act 2023, and government pressure on social media platforms to deplatform people who question the prevailing narrative, especially related to with health policy and vaccines.
The AFL has obtained a set of slides used in the UK's "counter disinformation unit" presentation to the Inter-Agency Policy Committee (IPC) and National Security Council (NSC) on August 10, 2021.
(CDU), a unit of the British government established to combat disinformation, in 2021 As part of the National Security Council's regular interagency meetings on censoring COVID-related speech in the United States, the White House hosted the Counter Disinformation Unit to learn about their most effective censorship techniques. The best British "disinformation" experts offered, under the guise of "protecting democracy", they showed help how to cut off the flow of any inconvenient information that could disturb the government's desired narrative. During the meetings, representatives of US government agencies - including the White House, CIA, FBI, Treasury Department, State Department, USAID, HHS, Global Media, Department of State, Department of Defense, as well as high-ranking Army, Navy and Air Force officers - received training on how to suppress speech labeled "disinformation" via Big Tech platforms. The aim was to create a global framework for censorship, using international bodies such as the G7, NATO and the UN to push these agendas across borders.
Some of the UK's recommendations to the Biden-Harris administration included:
· establishing a special unit to manage censorship activities at the government level ; a concerted effort is much more effective in silencing unwanted speech.
· Passing laws regulating tech companies that would force social media platforms to remove content flagged as "misinformation" and "disinformation", with stiff penalties for those who fail to comply.
· creating and maintaining partnerships with technology companies to "flag" objectionable content;
· using the foreign policy apparatus to coordinate global cooperation on censorship , creating a joint program to coordinate activities with other governments and international bodies to create a global censorship network. In 2021, the UK boasted close working relationships with the US, Australia and Canada, as well as bilateral relationships with 20 other countries. The question arises: how many countries have joined this initiative? The CDU emphasizes the important role of international institutions, in particular the G7 and the UN (IPCSD), NATO, the International Criminal Court and the European Counter-Threat Center of Excellence.
· using control over social media to "fight disinformation" and promote "correct" messages in line with leftist dogma.
During the meeting, the CDU outlined how their proposal would allow them to directly force social media platforms to comply with government demands for censorship action. In effect, by creating a new duty of care, the Online Safety Act empowered the UK regulatory agency to censor content that the UK government considers harmful .
Part of the leaked presentation is a description of a British initiative called the "Counter disinformation and media development program", which was active in Eastern Europe between 2016 and 2021, and which aimed to "reduce identification with existing social prejudices", increase "support for gender equality" and "liberal values" . The program's money was used to fund the Global Disinformation Index , which maintains an "advertising blacklist" for websites it believes promote "anti-transgender narratives" . The program description states that it contributes to “the implementation of Sustainable Development Goal 16, which is to promote just, peaceful and inclusive societies. It also works towards Sustainable Development Goal 1.1, which addresses the causes of fragility, insecurity and conflict. The UK expects to strengthen defenses against disinformation across Eastern Europe through greater diversity, giving audiences access to trustworthy information, increased awareness of the problem of disinformation and increased support for universal values. The UK also expects to increase awareness of and resilience to disinformation among audiences across Europe.” . As is widely known, the Biden administration did not need to be persuaded to work with ideologically aligned leftist allies to push progressive dogma while monitoring and censoring what Americans think and say.
The pandemic has thus brought about global government collusion: over 20 countries, including the US, UK and international actors such as NATO and the G7, have coordinated efforts to suppress speech deemed undesirable, using the pretext of disinformation to justify censorship across borders and shaping the global censorship system through direct international cooperation and the use of foreign influence.
Recently released documents by America First Legal show evidence of international cooperation between the US and UK governments in creating legal and technological tools - such as artificial intelligence-based censorship systems - to automatically flag and suppress content in real time. These automated systems can identify and silence dissent without human oversight, shrinking the space for free speech around the world. Through unelected bodies such as the International Criminal Court (ICC), the United Nations (UN) and the World Health Organization (WHO), governments enact draconian laws that can criminalize free speech around the world.
Legislation such as the UK's Online Safety Act and the EU's Digital Services Act create frameworks that threaten global civil liberties under the guise of public security and combating 'disinformation'.
One result of the global censorship collusion is the creation of the Center for Countering Digital Hate (CCDH), which, with significant financial and institutional support, has become a key player in the global censorship infrastructure, working with governments, non-governmental organizations and Big Tech companies to silence dissent - especially regarding to health policy, vaccines and civil liberties. Their efforts have contributed to denigrating those who question the official narrative. CCDH's board of directors includes key figures from intelligence agencies, including seven former CIA officers. The Atlantic Council, a NATO-affiliated organization, is deeply involved in the censorship operation, advising governments and Big Tech on how to suppress speech that challenges the dominant narrative.
Global efforts to restrict freedom of speech, initiated under the pretext of greater pandemic necessity, continue. The previously mentioned UK Online Safety Act 2023 , ostensibly designed to protect the public from harmful online content, gives the UK government unprecedented powers to regulate speech on social media and other platforms that have a significant user base in the UK or represent a threat to UK users, even if they are based abroad. The Online Safety Act imposes extraterritorial measures, giving OFCOM, the UK's communications regulator, broad powers to enforce content compliance. If platforms fail to remove what the government considers "illegal" or "harmful" content, they can face severe penalties. The Act contains disturbing provisions on international law enforcement cooperation, which means UK authorities can request the extradition of people, including US citizens, if they are found to be in breach of the Act. This means that an American citizen could face extradition and criminal prosecution under British law, even if the speech in question is protected in the US by the First Amendment. The potential for such cross-border enforcement poses a serious threat to free speech, setting a precedent that governments can cooperate to suppress dissent around the world.
In the European Union, the equivalent of the UK Online Safety Act is the Digital Services Act (DSA) , which is a comprehensive legal framework regulating the activities of digital platforms under the guise of combating disinformation, hate speech and other harmful content. Like the UK legislation, the DSA poses a serious threat to freedom of expression in Europe, giving governments and regulators unprecedented powers to control online content.
The DSA allows heavy fines to be imposed on platforms that fail to comply with its rules, as does the UK's OFCOM, which enforces the law under the Online Safety Act. What makes the DSA particularly concerning is its ability to enforce regulations across national borders, effectively acting as a "censorship superweapon" that gives the EU sweeping power over online discourse beyond its own member states. This raises concerns that the DSA, like the UK's Online Safety Act, could serve as a model for other regions to implement similarly draconian censorship laws. Increasing coordination between global bodies such as the WHO, the EU and NATO in promoting these laws suggests that a global censorship system may be closer than we think.
Similar legislative efforts can be seen in the stronghold of freedom of speech – the USA. There are several draft bills under consideration: the KOSA Act (on the safety of children on the Internet), the EARN IT Act (on the elimination of abuse and gross negligence of interactive technologies), the PATA Act (on platform responsibility and transparency), the SAFE TECH Act (on protection against fraud, exploitation , threats, extremism and consumer harm), DSOSA (Digital Services Oversight and Security), DATA Privacy (Digital Accountability and Transparency to Enhance Privacy) Act and the Algorithmic Accountability Act. While there are differences in approach between the U.S. bills and those currently in force in Europe, the overarching goals are strikingly similar: "balancing free speech with online safety, accountability and transparency." The question is - at what cost?
Documents released by the America First Legal Foundation paint a disturbing picture of the future of free speech. The Biden administration, in close cooperation with the UK Counter Disinformation Unit (CCDH) and international bodies such as NATO and the G7, has actively worked and continues to work to criminalize dissent and silence voices that challenge the official, dominant narrative. The rise of AI-based censorship systems, the UK Online Safety Act, Europe's DSA and other legal frameworks constitute a global attack on civil liberties
The fight for freedom of speech is not just a battle of ideas - it is a fight for the essence of human freedom. Will it be possible to preserve the freedoms that form the basis of a just and open society?
